As for which is easier, I can only say that Ukrainian is somewhat easier phonetically (at least, for speakers of English and most other European languages) because it contains fewer soft consonants than Russian, therefore the pronunciation is easier to master.

Hey. Of course they can. But one should be aware of the stages of language acquisition. In my opinion, as soon as the child gets a gist of what language, regardless of what language, essentially is, they can start learning the second language. And that may be as early as five years old or so.
