A "quota" is a fixed amount of things or people that can do something. Meanwhile, a "quote" is either a copy or repeat of what someone has said or written, or it could be an estimation of the cost of services (for example, a mechanic will quote you how much he thinks your car repairs will cost.

If we understand language as a form of communication between two humans, then yes it is possible for humans to learn any language. However, if we use a broader understanding of language to include animal communication then perhaps not. There is even suggestion that some plants are able to communicate with each other through the production and dispersal of chemicals. Yet of course, through scientific developments it may be possible for humans to understand and perhaps even manipulate that chemical communication.

It is likely quite difficult to find a job in the UK that doesn't require you speaking at least some English. The only jobs that likely would be available would be manual jobs, such as working in fields to pick fruits or vegetables. For a lot of other jobs you don't necessarily need to be fluent, however, so try to improve your English a little bit so that more opportunities are available.
