This really depends on what the conversation is like. For example, if you "speak with" someone, it is a two-way conversation between two or more participants. If you "speak to" someone, it implies that you are telling the other person something (e.g. an instruction, a criticism, a piece of information), and the other participant does not speak very much. Furthermore, "speak to" can have a negative connotation, although not always.

Taiwanese Hokkien is also spoken by about 70% of the population. This would depend on many things. Where do you live or want to live? English is a very flexible language in that it is the most widely spoken language when both first and second language speakers are included. But other languages such as Spanish, Arabic and French are also widely spoken. Of course though, what language you learn should be dependent on more than simply how many people speak it. Think about your own personal interests and what you want to do with the language - for example, do you have a business or academic interest in a particular country or region?

Only "I steal" is correct. "Steals" can be used in the context of someone who regularly steals things, for example, "He steals car radios every week". However, this cannot be used for yourself, and the previous example would be written as "I steal car radios every week". "Steals" also can't be used for multiple people, which would be written as "They steal car radios every week".
