The main differences is that CELTA is specifically designed for you to teach adults, while TEFL is more general. Also, CELTA requires you to be present at a school or college for your own learning, whereas there are a number of physical and online TEFL education facilities. As such, CELTA courses tend to be more expensive, although compared to an online-only TEFL course they will likely better prepare you for teaching.

I doubt whether there is a single source for the number of English accents in the world, even if only including native English speakers. But there is likely to be a very large number. In just England alone, there are many different accent groups, for example the broader distinction between "northern" and "southern" English accents. Further groups can be made down to regional levels, e.g. Cockney, Essex, Norfolk, West Country, Midlands, "Brummie" (meaning, Birmingham, although associated with a Midlands accent), Lancashire (including Manchester), Liverpool (called "Scouse"), various Yorkshire accents, Geordie/Mackem (Newcastle and Sunderland and surrounding areas), and Cumbria. These are quite broad groups, and within them there are even finer accent groups. In answer to your question then - there are likely hundreds, if not thousands, of native English accents.

Regular and serious practical application and study is the key. Learning how to learn a language is the most difficult part, but once you understand how to break down a language to its components, and can relate those to your own interests and learning style, it will become easier to learn new languages. However, language fluency can fade over time, so it is important to keep maintaining your language use over time. The internet is a great tool for this, since you can talk to people from all over the world and watch videos in almost every language that exists!
